Within the framework of sustainable development, local autonomy and participatory democracy approach, it is aimed to identify the problems related to the city and urban life and to develop solution proposals in order to reach the ideal city with a high level of livability, and to transfer the projects to be prepared for this reason to urban planning and urban life. In this context,

Mission vision

Our foundation aims to strengthen the understanding of decentralization within the public administration system in Turkey and to enable local governments to provide effective, efficient, participatory and quality urban services. In this context, it is aimed to help meet all kinds of training needs of local administrators and personnel, to conduct research in the field of local government and to provide consultancy services, to publish in the field of public administration and local governments, to ensure coordination between relevant institutions and organizations and to develop cooperation.

ORGANS OF THE FOUNDATION

DUTIES AND AUTHORITIES OF THE BOARD OF FOUNDERS:
To elect new members to the vacant board of directors,
To examine the activity report, balance sheet, income-expense accounts prepared by the Board of Directors and to release them to the Board of Directors,
To decide whether or not to accept the members proposed by the Board of Directors as a member of the board of founders,
To advise on the work of the Foundation.

 

BOARD OF DIRECTORS
The Board of Directors consists of seven members to be elected for two years by the board of founders. Members of the board of directors can be elected from among the members of the board of founders or from outside. Two alternate members are also elected.

DUTIES AND AUTHORITIES OF THE BOARD OF DIRECTORS
To take all kinds of measures that are beneficial for the realization of the foundation's purpose,
To make the expenses required by the works of the Foundation and to determine the payment methods,
All kinds of movable and immovable property, money, rights in cash, shares and receivables and similar valuable papers, the same rights other than usufruct, sukna or property, all or part of a property by way of donation, testament or other testamentary savings. appropriation and savings by purchasing or leasing, accepting the necessary concessions for transferring the acquired property into the ownership of the Foundation, and performing all other private or official works; To be authorized to sell and rent movable and immovable properties, to collect and spend their income, and to give the necessary reports in the land registry offices for the real estates,
To appoint the foundation general manager to be employed in foundation works and other personnel to be needed, to determine their duties, authorities, responsibilities, the wages to be given to these personnel, to cut off their relations with the foundation when necessary (the duties, authorities and responsibilities of these personnel are specified in an instruction to be prepared by the board of directors) Budget of the foundation and balance sheets, income-expense table and activity reports, Keeping a book of decisions, accounting, fixtures and real estate according to the procedure, Accounting to the Board of Founders, Making the preparations for the changes to be made in the foundation deed and presenting them to the Board of Founders, Fulfilling the possible decisions and wishes of the Founders Board. , To propose to the founding board of the founding members what they deem necessary from those who provide material and moral assistance to the foundation,
Preparing, enacting and executing the necessary instructions and regulations for the facilities to be established by the Foundation,

AUDIT BOARD
The Supervisory Board is a body established to supervise the activities and accounts of the foundation on behalf of the Board of Founders. The Supervisory Board consists of three people to be elected by the founders' board from inside or outside for a period of two years, and two substitute auditors are elected.
The auditor or his substitutes, whose term has expired, can be re-elected. In case the auditors leave their duties, substitute auditors are taken in their place. The Supervisory Board examines and inspects all documents, books, accounts and documents of the Foundation. The report to be prepared as of the accounting period is submitted to the Board of Directors to be sent to the members of the Board of Founders at the latest fifteen days before the meeting of the Board of Founders.

FOUNDATION HEADQUARTERS
One of the organs of the foundation is the General Directorate of the Foundation. The General Manager of the Foundation implements the decisions made by the Board of Directors among the members of the Board of Directors or externally and carries out other works given by the Board of Directors. Assistant General Manager, Branch Manager and other personnel, who are given sufficient numbers by the Board of Directors, may be assigned.

Fields of Activity

  1. Can prepare and implement training programs related to the issues that local governments need. It can establish training units and document the trainings by linking them to the certificate.
  2. By carrying out joint studies with local governments, it can provide or have the representatives, administrators and other employees of local governments give trainings in order to provide better service to local governments.
  3. In the field of local services, it may establish, operate or put into operation all kinds of health facilities in cooperation with the educational institutions it will establish itself or together with other educational institutions.
  4. For all groups in need of assistance, it can establish, establish, operate or put into operation facilities such as education, social facilities, accommodation, soup kitchen, shelter, etc.
  5. It may establish, operate or put into operation educational institutions for primary, secondary and higher education; It can be a shareholder in education and training institutions established for this purpose and can take partners in organizations established by the foundation.
  6. Within the scope of its purpose, it can provide land and buildings for social groups, build or have them built.
  7. It identifies the problems related to the city and city management and organizes national or international congresses, conferences, seminars, symposiums, panels, workshops and similar meetings in order to develop solutions for these problems.
  8. It can prepare or have it prepared audio-visual publications related to its activities. In this context, it publishes newspapers, magazines, books, creates internet, web sites, prepares films and documentaries.
  9. It may organize national or international exhibitions, fairs and similar promotional organizations on issues related to the city and city services. It can cooperate with or support institutions and organizations that carry out such studies.
  10. It may engage in international activities in line with the purposes of the Foundation and by obtaining permission from the competent authorities.
  11. In order to realize the objectives of the Foundation, it may open branches and representative offices in the country and abroad in places deemed appropriate.
